This study explores the paradigm shift from sustainable tourism, which emphasizes minimizing environmental and social harm, to regenerative tourism, which seeks to actively restore and enhance ecosystems and community well-being. Using a qualitative, literature-based research design, the study systematically reviews peer-reviewed journals, policy documents, and international reports published between 2019 and 2025. The findings reveal that regenerative tourism represents a transformative approach that integrates ecological restoration, social inclusion, and circular economic innovation. Empirical examples from Southeast Asia, such as Indonesia and Thailand, demonstrate that community participation and collaborative governance are critical for success. However, challenges remain in measuring regenerative outcomes, aligning cross-sectoral policies, and bridging knowledge gaps. Academically, this research contributes to the theoretical integration of sustainability, systems, and regenerative development; practically, it offers policy directions for building resilient and inclusive tourism systems in the post-pandemic era.
